Direct Support Professional Wage Bill (H.R. 5197) Introduced
in House (10/5/04)
New Legislation
ANCOR is leading the way to secure sponsors for two pieces of legislation aimed
at workforce development. One bill would focus on wage enhancements. The second
piece will be modeled on the Nursing Reinvestment Act and will include support
for apprenticeship and other education leading to a solid career path for direct
support professionals. This legislation would also address incentives such as
child care and transportation vouchers, family health care benefits, tax credits
and tuition fogiveness in exchange for two years' service as a direct support
professional.
ANCOR Partners with the U.S. Department
of Labor on Two Fronts
ANCOR is partnering with the DoL's Business Relations Group to conduct One Stop
pilots in four states: Arizona, Kentucky, Maine and New York. The goal of this
pilot project is to develop a national model for the recruitment and training
of direct support professionals who would then be hired by private providers.
The pilots will select prospective candidates based on interest in and proclivity
for the career and conduct criminal background checks. CPR and First Aid certification
will also be conducted. Once the pilot projects have been successfully completed,
the DOL will launch the program throughout its nationwide system. This project
is promising in its potential to help supply desperately needed direct support
workers to private providers in every state.
The pilot will bring together the key components of the DoL public
workforce development network such as One-Stop navigators, state coordinators,
and representatives from prospective workforce pools, including Native Americans,
Job Corps, and elder, migrant, young adult and displaced workers. If successful,
ANCOR has DoL's commitment to launch the model throughout its One-Stop national
workforce development network, which would amount to a significant achievement
in meeting the goals of the National Advocacy Campaign.
In a second important partnership, ANCOR has been recognized
by DoL as a National Business Partner. DoL announced the partnership during
their presentation at the ANCOR Management Practices Conference in New Orleans.
This partnership is significant. ANCOR is the only national trade association
listed alongside major U.S. corporations.

Grant Proposal
ANCOR submitted a grant proposal to the DOL grant for specific workforce development
programs. On the table is a proposal to support completion of the College of
Direct Support curriculum and the implementation of a national apprenticeship
program based on successful competency-based direct support apprenticeship models
already developed and focusing on the creation of a definitive career ladder
for direct support professionals.
The proposal is under consideration and the DOL has requested
additional information. The total grant request is for $850,000.
HHS
ANCOR continues its deliberations with officials from the U.S. Department of
Health and Human Services to address the Direct Support Professional workforce
shortage. ANCOR is requesting funding for public service announcements.
