Are you a leader in your state’s discussions about the new vision? If this is the first time you’ve considered these questions, the 2011 ANCOR Leadership Summit is an event you must attend

Join ANCOR leadership from around the country in Washington, D.C. on October 24 and 25 for a comprehensive exposure to managed care and other long-term services and supports funding strategies gripping the states. As Medicaid is coming under attack by Congress, states are compelled to redesign the way they support Medicaid beneficiaries, including the programs ANCOR members provide.

The summit is intended to educate ANCOR members so they will leave with an understanding of what states are discussing (and implementing in some cases) with regard to funding vehicles for long-term services and supports for people with disabilities. Members will also leave with the ability to dialogue with their respective states on the issues. (However, this summit is not intended to result in a call to action for a particular position of support or protest of managed care or other reform under the Affordable Care Act.)

Participants of the summit will gain a better understanding of what they should be doing in their own states to prepare for the new world order. Plenary speakers providing a global perspective, include the following:

  • Mike Hall, the new CMS Director for Integrated Care, who will share the most current thinking from CMS regarding new funding paradigms across the country;  and
  • Matt Salo, director of the National Association of Medicaid Directors (formerly of the National Governor’s Association), who will share his insights on how states are responding to multiple pressures from Congressional activity to fluctuating state revenues and how they are reconfiguring Medicaid funding formulae to respond to this volatile climate. 

Additionally, Kathy Eskra from MCO Aetna, who has a deep understanding of the issues surrounding managed care models from the managed care organization (MCO) perspective, will talk about the states that have already embraced managed care frameworks for long-term services and supports. She is well versed in the current issues as states like Florida, New Jersey, Illinois, New York, Delaware, Ohio and Louisiana explore this option.

Alan Schafer, formerly of the Arizona Health Care Cost Containment System for more than 20 years (now with Mercer) and the one who led Arizona’s managed care system, will talk about his experience as a state-run MCO.

Hear from providers who have embraced capitation as an opportunity to offer sustainable supports to people with disabilities. The lineup includes Bob Baker, CEO of Keystone Autism Services; Angela King, Volunteers of America on using the PACE model as PWDs age; and Steve Baron, DC Director of Behavioral Health, on providing community behavioral health recovery options to get people out of psychiatric hospitals and community crisis teams to treat people in their community.

Also learn what state associations are doing around the country to proactively lead the discussion in their states as a panel of state association execs talk about 1115 waivers and more. Hear from states that have been under a managed care framework already as well as those just embarking on it—the good, the bad, and the ugly.

Additional sessions are planned to discuss ways to infuse self-direction into a managed care framework; to realize the benefit and “fit” of the health homes model for community disability providers; to understand what Accountable Care Organizations are; and to get in on your state’s action with integrating care for people who are dually eligible for Medicare and Medicaid.
