Performance by the Capitol Steps Unwind after your learning-filled day and join the Capitol Steps for a night of political satire—and a chuckle or two. The Capitol Steps began as a group of Senate staffers who set out to satirize the very people and places that employed them. Since they began, they have recorded more than 30 albums, including their latest, Desperate Housemembers. They’ve been featured on NBC, CBS, ABC, and PBS and can be heard four times a year on National Public Radio stations nationwide during the “Politics Takes a Holiday” radio specials. This is a great way to polish off your first conference day. DSPs are also welcome to attend this session. Under Leslie’s leadership at the National Children’s Center, the organization was able to more efficiently provide supports and services by streamlining administrative processes and restructuring the organization. Additionally, Leslie will address the value of strong management to lead the discussion, support innovation, garner staff support and ensure proper implementation. |

MACPAC Recommendations and Their Impact on Individuals with Disabilities The Medicaid and CHIP Payment and Access Commission (MACPAC), established through the Children’s Health Insurance Program Reauthorization Act of 2009 and expanded by the health reform law, released its first report to Congress in March 2012. Hear about the recommendations in this vital report regarding the role of Medicaid and persons with disabilities. The commission is important now “because of the tremendous changes that will be occurring in the scope of the Medicaid program for coverage as a result of health reform.” The first report is so important to federal and state lawmakers and officials given the pressure on Medicaid and the misunderstandings surrounding the “disability population,” the role of Medicaid in financing health as well as long-term services and supports to a diverse population, and the states’ speed to find major savings by aligning financing and delivery systems for both Medicaid-only and Medicare-Medicaid enrollees. |

Breakout Sessions Taking the Vision to Reality: Harnessing the Power of the I/DD Community As a leader in the I/DD community, you play a valuable role and have the opportunity to make a powerful, long-lasting impact—not just in the lives of the people you support, but in the community as a whole. As an I/DD entrepreneur, you could have the opportunity to rally your community, harnessing its power to create greater demand for supported employment, to maximize innovation and technology and to enhance service delivery. In order to do so, however, you must change the way you think and operate. Through key components—such as quality benchmarking, technology integration and lean service delivery—you can leverage your organization to better engage the community and not just lead, but capitalize on the vision you see for the reality that already exists. Setting the PACE with Healthcare Opportunities As states rush to submit 1115 and other waivers, managed care turns its attention to people with disabilities. Integrated health care with a focus on risk assumption and identified outcomes is going to be impacting our business soon. This session with address the PACE model and how components of this model might be applied to people with intellectual disabilities. As a provider-based model of care with a person-centered team approach, PACE offers opportunities to integrate health care and supportive services. Initial meetings between ANCOR and the National PACE Association will be discussed, as well as how the Centers for Medicare & Medicaid Services might view ideas from states that seek to use principles from PACE to meet the needs of people with ID. Preparing for the Post-Election: How to Address the Looming Challenge of Medicaid There is no doubt that a significant debate is coming about ways to reduce Medicaid spending and reform the joint federal-state program that provides health and long-terms services for 67 million low-income individuals, including more than 10 million individuals with disabilities and six million low-income seniors with Medicare. Senator Charles Grassley (R-IA), senior member and former chairman of the Senate Finance Committee with exclusive Senate jurisdiction over Medicaid, has called for creative solutions rather than blunt instruments that just hand programmatic control over to the states with a strict federal cap in spending growth. Join Senator Grassley’s Health Policy Director, Rodney L. Whitlock—recognized as a leading Congressional expert on Medicaid—on the future of Medicaid, the parameters, defining the upcoming debate, and one perspective on preserving the safety net for the most vulnerable individuals who need Medicaid coverage. Keeping the Promise: Self-Advocates Defining Community Living Over the course of the past several decades, de-institutionalization has become a major priority of both the advocacy community and the federal government. However, in response to growing incentives in support of community living, as well as advocacy and litigation to close institutions, significant disputes have arisen as to how to properly define community living as opposed to institutional life. What are the characteristics of a community living setting? What are the characteristics of an institution? Does size matter? Do other factors matter? How do issues like staff, financing, rules and restrictions, service-provision access and other factors impact whether or not a person is meaningfully “in the community”? This presentation will present a report produced by three national self-advocacy groups run by people with intellectual and developmental disabilities, addressing these issues in greater depth. Among the topics to be covered will be implications for service-provision practice and the forthcoming CMS regulation on defining what can and cannot be funded under the HCBS waiver. |

Breakout Sessions Capitalizing on Change: Maintaining Productivity Through Wellness This interactive session is designed for individuals who want to proactively address their overall health, even at the most challenging times. Learn not only why change is good, but also how it is beneficial for to overall wellness, including stress management, energy levels, productivity and even weight loss. This session will use a combination of personal stories and scientific evidence on the latest principles that govern personal change to stress the importance of health and wellness in your organization. You will be presented with a change model to keep you energized, productive and balanced for a lifetime. Learn how to make stress a productive force in your personal and professional life; how to decrease stress and increase energy and wellness; and how to create balance in your life. Supporting People with Autism Through a Capitated Support Model Learn how one organization has used a capitated model to support a population of adults with autism. The start-up, the successes, and the challenges of the Adult Community Autism Program, which has successfully operated for 2 ½ years under a managed care funding authority, will be discussed. Attendees will walk away with an understanding of how the Prepaid Inpatient Hospital Program funding authority of Medicaid could be used for many other groups, including those with intellectual disabilities and the aging. Selling Your Baby: Creating a Meaningful Transition for Your Organization Despite the turbulence in the long-term healthcare marketplace, there is increasing interest in buying and selling healthcare-oriented businesses, whether for-profit or non-profit. This presentation will focus on how owners, leaders and board members can strategically enhance the value of their companies in the process of building an enterprise that provides exceptional service to individuals, families and communities. Attendees will also learn about the emerging context for the “new normal,” about opportunities that support a diversification strategy and how they can prepare themselves for a future transition. DOJ, ADA and Olmstead: What Do They Mean for You? While the U.S. Department of Justice continues to actively investigate large state facilities, it recently signaled its intent to enforce Olmstead and support individuals with disabilities “right to live in the world.” DOJ went from asking “What it would take to turn the institution into the best institution it could possibly be?” to asking, “Is the institution is the appropriate setting for its residents?” With recent settlement agreements, DOJ has started telling states to begin discharge planning and to build community capacity and oversight in earnest. This session will review recent trends and highlight the opportunities for private providers. |

Breakout Sessions Evidence-Based Health Promotion People with intellectual and developmental disabilities (I/DD) have the least health programming and highest levels of preventable secondary chronic health conditions in the nation. Since 2005, ARCA has helped individuals with I/DD learn healthy lifestyles. ARCA works with DSPs in ARCA and other organizations to deploy an evidence-based health curriculum, Health Matters, the Exercise and Nutrition Health Education Curriculum, with impact. ARCA’s integration of employee and individual wellness initiatives has moved our large private non-profit organization (1,300 employees and individuals receiving services) towards a strong culture of wellness. Key organizational drivers, supplemental funding and resources, and strong partners helped create multiple levels of success. Learn about ARCA’s multi-pronged approach for improving the health of the people they support as well as their employees through Health Matters, ARCA on the Move, and ARCA’s Employee Wellness initiative. Succession Planning Organizations, executives, and their boards have many responsibilities and opportunities when an executive leaves the organization. Learn the essentials of a successful executive transition, developing a talent management pipeline, assessing and planning for organizational sustainability and planning and managing a successful chief executive turnover. Recruitment and Retention Challenges and Strategies Community providers of support services continue to struggle to find, hire and retain qualified direct support professionals. This session presents a toolbox of research-based solutions to address recruitment and selection challenges with a focus on realistic job preview interventions to help job applicants evaluate whether a particular direct support job is a good match for them. Become an MVP ANCOR providers, Direct Support Professionals and individuals with disabilities must share their unique perspectives on the importance of Medicaid to your community and the role it plays in the lives of the individuals you support. Breakout Sessions Addressing Needs, Achieving Solutions Shaping The Managed Care Discussion In Your State Participate in this lively conversation among a number of state associations as they discuss what they are doing to navigate their respective states’ proposals to implement managed care and other capitation funding strategies. Learn about ANCOR’s Funding Reform Checklist and how it can be used to guide the conversation in your state. Using Collaborative Relationships to Balance the Budget The Family Residences & Essential Enterprises Inc. (FREE) Network is comprised of 13 individual agencies brought together over a dozen years. The gifts and talents of each entity are honored through a focus on mission, values, systems of efficiency and greater opportunities created for those it supports than any one entity would provide separately. A range of legal relationships also provides flexibility for those wishing to join the network. Some partnerships have no legal connection but are connected thru synergistic relationships and functional outcomes. This presentation will focus on a mission-first partnership model that preserves the uniqueness and nimbleness of each agency while creating a synergy providing for continuous change, efficiency and effectiveness of service delivery. Staff Retention: The Career Lattice Workers who are given clear pathways and understand the opportunities for professional development in their organization will be more likely to consider another position within the organization rather than leave altogether. The career lattice is intended to show both lateral and upward pathways for DSPs to advance into other positions within the organization, as well as professional development within positions (such as peer mentoring, lead positions, etc.). This session will provide guidance on how to develop and implement organizational career ladders. |

Breakout Sessions Health Care Innovation Challenge: Saving Lives and Money People with intellectual and developmental disabilities make up 1% of the Medicaid caseload and 11% of the Medicaid budget. Such lopsidedness begs for rigid scrutiny and change. A key driver of these unsustainable costs is an ongoing epidemic of unnecessary obesity and associated secondary health problems, such as diabetes, for people with I/DD. ANCOR is partnering with Mainstay and Deyta to confront obesity for people with I/DD through a proven DSP workforce transformation program already being successfully implemented across the country. The initiative allows providers to realize food cost savings, labor efficiencies and PRN medication reductions as health improves. DSPs receive support in the form of education and streamlined menu planning, recipe preparation and grocery shopping, leading to organizational cost savings and better health for people supported. Learn how your organization may achieve both outcomes simultaneously. Technology, Social Connectedness and Self-Direction This session will highlight innovative technologies designed to enable people with disabilities to connect and stay connected with family, friends and Direct Support Professionals. Learn how technologies that facilitate self-determination and self-directed supports can be used by DSPs and member agencies to maximize community connectedness for individuals being served. Finally, the convergence of person-centered technologies with state-of-the-art remote caregiving systems and their potential for creating cost-effective service models that can improve the quality of life of persons served will be also be discussed. Partners in Justice Learn how one organization is meeting the ever-increasing needs of supporting people with intellectual and developmental disabilities (I/DD) involved in the local court system. Alvis House has a national reputation for providing innovative, research-based programs and services supporting reentry and family reintegration. The presenter will share how to recognize the strengths and needs of the person served who was/is involved with the courts; how to develop intervention strategies specific to the individual; and how to provide effective staff training. Additionally, learn about family-focused re-entry programs, beginning while the person is incarcerated and career-oriented employability skills training for people who have severe behavioral challenged sometimes interfacing with local courts.

Breakout Sessions Health Disparities and People with Disabilities: Filling the Gaps Although federal initiatives are underway to improve the quality of care delivered and reduce healthcare costs, a broad array of disparities exists in the access and delivery of health services for people with disabilities. This session will highlight strategies being used to promote improved care around hospitalization readmissions, medication reconciliation, primary care medical home and aging in place and their application to people with disabilities and those who support them. The Art of the Successful Nonprofit Merger The rate of nonprofit and for-profit mergers is roughly the same in the United States for enterprises with operating revenues of $50 million or less. The motivations driving smaller nonprofit mergers mirror those driving for-profit consolidations of all sizes. Yet, the key catalysts for nonprofit mergers generally spring from a quest for greater opportunity. In this session, Kathleen Stauffer and Laurie Herring will discuss their experiences first-hand in the mergers and acquisitions process, including the importance of due diligence and team-building to ensure a mutually beneficial experience for both parties. Medicaid 102 Feeling overwhelmed with all the talk about federal and state changes to Medicaid? Now is the perfect time to refresh your understanding and cut through the Medicaid maze. Join the presenter as she leads you through the bedrock knowledge you will need to effectively engage in discussions in your state as rapid change takes place. Optimizing Non-Clinical Outcomes Under Capitated Funding Strategies Capitated funding is sweeping state government proposals to the Centers for Medicare & Medicaid Services, but few—if any—articulate required outcomes for beneficiaries other than medical/clinical. How can we assure that states will include self-direction, employment, housing, transportation and other non-clinical outcomes as performance measures as they contract with MCOs, ACOs and other third party entities to manage and integrate care and supports? Find out in this informative session. Cyber and Privacy Liability Learn about the regulations and risks that agencies face every day with their access to, collection of and/or storage of individuals’ private and personal health information. Best practices regarding social media, privacy policies, IT audits and IT contract negotiation will be explained as well as examples of privacy breaches. Most importantly, learn the steps on how to react if you do have a cyber or privacy breach. While “IT” is prominent in this discussion, this session is catered toward a general audience to encourage a thorough understanding of an organization’s cyber risk, which is critical to avoiding potential problems. This will be a very interactive session, and questions are encouraged throughout the presentation. |
