MEDICAID: Implementation of Medicaid Managed Care and SCHIP Final Rules Delayed by Bush Administration (February 26, 2001) In accordance with the January 20, 2001 memorandum to Federal agency heads from Bush’s Chief of Staff Andrew H. Card, the Health Care Financing Administration (HCFA) has announced it will review both the Medicaid managed care final rule and the State Children’s Health Insurance Plan (SCHIP) final rule. The notices, published in the Federal Register on Monday, February 26th, pushes back the implementation date of both final rules for 60 days. The Medicaid managed care final regulations, originally scheduled to go into effect on April 19, 2001, are now scheduled to become effective June 18, 2001. The SCHIP final rule, originally scheduled to go into effect on April 11, 2001, is now scheduled to go into effect June 11, 2001.
