Report Examines State Medicaid Managed
Care Programs: A June 2005 report by the National Academy for State Health
Policy, "Medicaid Managed Care: Looking Forward, Looking Back,"
examines data from six surveys of state Medicaid managed care programs taken
in 1990, 1994, 1996, 1998, 2000 and 2002 and a focus group in March 2005 to
review the survey information. The report presents key findings and trends
that could persist and factors that could affect Medicaid managed care's future.

GAO Report Draws Attention to States'
Use of Medicaid Consultants: According to a June 28 GAO Study, 34 states
in 2004 paid consultants on a contingency-fee basis to help the states receive
larger Medicaid reimbursements from the federal government. The report to
Congress said such consultants drive up federal Medicaid costs in some cases
by recommending financial tactics that are in violation of federal law or
policy. Senator Grassley (R- IA), Senate Finance Committee chair announced
his intent to officially begin questioning governors on this practice as early

GAO Report Documents States' Efforts
to Maximize Medicaid Federal Reimbursments: A GAO report presented at
this week's Senate Finance Committee hearing addresses (1) how some states
have inappropriately increased federal reimbursements; (2) ways states have
increased federal reimbursements for school-based Medicaid services and administrative
costs; (3) how states are using contingency-fee consultants to maximize federal
Medicaid reimbursements and (4) how CMS needs to improve its federal oversight.

Panel on the Nonprofit Sector Releases Final Report:
ANCOR participated along with 1,000 other nonprofit represents on a conference
call today that described a series of recommedations regarding nonprofit accountability.
The Nonprofit Sector Panel has recently released a comprehensive series of
recommendations intended to strengthen the ability of the nation's 1.3 million
charities and foundations. It recommends more than 120 actions to be taken
by charitable organizations, by Congress, and by the Internal Revenue Service,
which together would strengthen the sector's transparency, governance, and
accountability. In October 2004 at the encouragement of the Senate Finance
Committee, the Panel was asked to prepare recommendations for Congress to
improve the oversight and governance of charitable organizations. To
