AARP Releases First-Ever National Scorecard on State Long-Term Services and Supports
With support from the SCAN Foundation and the Commonwealth Fund, AARP's Public Policy Institute released September 8th the first-ever scorecard measuring state performance in providing long-term services and supports to older adults and people with disabilities. The report finds wide variation among the states, with some states significantly outperforming others in the delivery of LTSS. Although the scorecard did not assess state LTSS system performance regarding individuals with developmental disabilities, the report not only ranks states according to these indicators, but helps provide a vision for improving performance of states. The report, Raising Expectations: A State Scorecard on Long-Term Services and Supports for Older Adults, People with Physical Disabilities, and Family Caregivers, examines four key dimensions of state LTSS system performance: affordability and access; choice of setting and provider; quality of life and quality of care; and support for family caregivers. The report represents two years of work assessing each state's performance as a whole, as well as 25 individual indicators, some of which were measured for the first time.
