Latest Changes on Medicaid Retroactivity

ANCOR staff is currently investigating the impact of recent approvals by the Centers for Medicare and Medicaid Services (CMS) to permit states to change their policies around 90 day retroactive coverage of Medicaid. Most recently, on October 26, CMS approved an amendment to Iowa’s Section 1115 demonstration waiver eliminating 3-month retroactive coverage for nearly all new Medicaid applicants as of November 1, 2017. New Hampshire, Arkansas, and Indiana have also made recent changes, but the Iowa change is expected to impact people with disabilities. Read more about this trend by states here and here.
