McConnell Passes Treaty on Disability Access

In a rare move last week, Majority Leader McConnell passed a treaty with one sole vote – his. The Constitution requires 2/3 of Senators present to pass a treaty – with only Majority Leader McConnell on the floor, he was able to pass the Marrakesh Treaty, a treaty negotiated in Morrocco in 2013 to provide wider international availability of accessible materials for the blind and other people with disabilities. The treaty was sponsored by Senator Grassley (R-IA) and had passed unopposed out of the Judiciary Committee by a vote of 20-0.
