The White House has released the President's Fiscal Year 2016 Budget on time and is now preparing to defend its proposal in a series of hearings before Congress. Earlier this week ANCOR was invited to the Department of Health and Human Services to review the budget proposal for the Administration on Community Living which, due to the Workforce Innovation and Opportunity Act of 2014 (WIOA), has now absorbed disability research and independent living programs. Highlights of the President's budget include a focus on WIOA implementation in the Department of Labor budget, increased funding for housing for people with disabilities in the Housing and Urban Development budget, and a focus on home and community-based services (HCBS) in the Centers on Medicaid and Medicare Services budget. The CMS budget includes a proposal for additional funds to assist the agency with technical assistance and implementation of the new HCBS rule. ANCOR will release a full analysis of the President's 2016 Budget to members soon, but the full budget materials can be accessed here.
