About the Author
Ms. Hayes was previously the U.S. Centers for Medicare & Medicaid Services' ICF/MR team leader and then branch chief for Survey and Certification's Continuing Care Providers. Catherine has experience as Director of Operations and trainer/surveyor for The Accreditation Council (now the Council on Quality and Leadership), as a provider and as a quality enhancement manager. She is now a nationally recognized consultant and trainer, specializing in helping agencies serving people with developmental disabilities.
