The Community Integration Act (S. 2515), introduced by U.S. Senator Tom Harkin (IA), eliminates the nursing home bias in Medicaid by ensuring that people eligible for institutional level of care are provided the choice and access to community services, on a statewide basis. This legislation recognizes that quality services require adequate state payment structures to ensure an ample and well-qualified workforce.
People with disabilities rely on Direct Support Professionals to lead fully integrated lives in the community. By requiring states to establish adequate payment structures to maintain this critical workforce, the Community Integration Act is a major step forward.
