Session #2: Quality Measures
This webinar will help I/DD providers think about the role they can play in identifying quality measures that will guide value-based payments in I/DD services. Molly Watts of Watts Health Policy Consulting will discuss the intersection of payment approaches and quality standards. She will identify existing LTSS quality measures, data sources, key players who are defining and monitoring quality measures, and states that are on the leading edge of this transformation.

Molly O’Malley Watts is Owner and Principal at Watts Health Policy Consulting, LLC. She has over nineteen years of experience working on policy and implementation issues related to Medicaid, the Affordable Care Act and long-term care with an emphasis on individuals with disabilities and people dually eligible for Medicare and Medicaid. She conducts quantitative and qualitative policy research on beneficiary access to care, managed care, and emerging models of health care delivery and financing. Her clients include Foundations, Universities, and state/local advocacy organizations. Prior to her consulting work, she was a Principal Policy Analyst at the Henry J. Kaiser Family Foundation. During her nine-year tenure at Kaiser, she authored numerous reports on Medicaid financing, coverage, and access to care for seniors and people with disabilities. She also served under the Clinton Administration at the U.S. Office of Management and Budget. Ms. Watts received her Master’s in Public Policy from Georgetown University and her Bachelor of Arts degree in Biology from Princeton University.
