Position Summary

The Community Provider Association of Louisiana (CPAL) is seeking a seasoned leader for its Executive Director who aspires to take the association to a new level of success. The right candidate will be an effective communicator who brings vision, passion, honesty, integrity and energetic leadership to CPAL’s mission to advance Louisiana’s disability services system through advocacy, collaboration and education.

About the Organization
CPAL is a 501 (c)(6) non-profit corporation and Louisiana’s leading trade and advocacy organization for disability service organizations, including providers of Medicaid-funded home and community-based services (HCBS), intermediate care facilities (ICFs) and support coordination services. Our vision is for Louisiana to have a strong, sustainable service system that enables Louisianians with disabilities to live full, meaningful lives in their communities of choice.

Qualifications

• Bachelor’s degree required; Master’s degree in relevant field or extensive experience preferred.
• Must live or be willing to relocate within commuting distance of Baton Rouge, Louisiana.
• Ability to travel statewide and occasionally nationally.
• Minimum 5 years of experience in government relations, public policy, or related fields, with demonstrated leadership capabilities
• Proven experience working with Medicaid fiscal, regulatory, and political dynamics is strongly preferred.
• Knowledge of public affairs best practices within communications/marketing, social and digital media.
• Strong verbal and written communication skills across diverse platforms.
• Ability to thrive in ambiguity and drive results in dynamic environments.
• Decisive, innovative, and collaborative with a strategic mindset.

Roles & Responsibilities

Administrative Operations
• Function as the chief executive of CPAL, including developing and monitoring annual budget, supervising staff, volunteers, and contractors, managing the Board of Directors, and executing the organization’s strategic plan.
• Adhere to all personnel, governance and financial procedures approved and adopted by the Board of Directors.

Government Affairs and Policy Strategy
• Plan, organize, and execute CPAL’s state and federal policy agenda, government affairs strategy, and advocacy activities based on CPAL member priorities.
• Cultivate and maintain relationships with key administrative and legislative leaders to achieve regulatory and legislative goals at the state and federal level.
• Monitor and respond to federal and state legislative and regulatory developments that impact CPAL members.
• Organize and execute CPAL Day at the Capitol in Baton Rouge and any other CPAL events needed to promote or influence public policy.
• Increase the visibility and influence of CPAL as a leader in the disability field with state and federal administrative and legislative leaders through Capitol testimony and other public appearances

Member Relations
• Organize and execute meetings, conferences and seminars for CPAL members throughout the year.
• Develop and promote strategies for building and maintaining CPAL membership.
• Develop an annual calendar of events for CPAL activities.
• Coordinate CPAL member work groups/task forces and assist each in understanding their duties and responsibilities.
• Assess and evaluate the suite of CPAL member services/benefits annually to determine the effectiveness of each and develop additional resource as needed.

External Relations
• Maintain productive relationships with key partners and peer organizations such as ANCOR, The Arc of Louisiana, Disability Rights Louisiana, AARP, and others.
• Serve as CPAL’s main spokesperson to the general public and the media.
• Supervise the publication and editing of association materials.
