CMS Releases Long-Awaited Guidance on Temporary 10-Percent HCBS FMAP Bump

The Centers for Medicare and Medicaid Services (CMS) released long-anticipated guidance on how to implement a provision of the American Rescue Plan Act that had been an ANCOR policy priority for much of pandemic. The provision grants a temporary 10-percent increase in the Federal Match Assistance Percentage (FMAP) for the Medicaid Home and Community-Based Services (HCBS) program to help cover expenses from the pandemic. While some states rapidly began implementing the rate change, other states were waiting for CMS guidance on authorized uses of funding.
