As announced by the Centers for Medicare and Medicaid Services (CMS):

The home and community-based services (HCBS) settings rule was effective on March 17, 2014. In order to ensure that their programs are in compliance with the settings criteria by March 17, 2022, states are required to submit a Statewide Transition Plan (STP) to CMS for review. In this training we will:

  1. Review key components for successful implementation of the STP to ensure compliance with the HCBS settings criteria.
  2. Detect barriers that may be inhibiting a state’s across-the-board commitment to implementation of the STP.
  3. Identify strategies for working across state agencies to facilitate implementation of the STP.
  4. Cultivate partnerships to ensure ongoing monitoring and compliance with the HCBS settings rule.
  5. Share states’ experiences/strategies in the creation of a unified effort to implement the STP.
