Federal Agencies Release Final Fall Policy Agenda from Trump Administration

As explained by the White House Office of Information and Regulatory Affairs: “The Trump Administration’s Unified Agenda of Regulatory and Deregulatory Actions (Agenda) reports on the actions administrative agencies plan to issue in the near and long term.” For the convenience of our members, ANCOR shares some announcements from the Fall 2020 unified agenda, which could be relevant to disability supports:

• A notice of proposed rule-making (NPRM) addressing medical discrimination against people with disabilities.
• A separate NPRM clarifying “civil rights protections and medical care standards apply to newborn infants with disabilities whose parents or guardians consent to treatment.”
• An interim final rule laying out “internal HHS processes by which the Department will ensure that it and each of its components are complying with Religious Freedom Restoration Act (RFRA).” RFRA has caught the attention of disability advocates because some view it as prioritizing religious issues over other kinds of discrimination.
• The final version of a rule updating the Preadmission Screening and Resident Review (PASSR) process (ANCOR covered this issue at the beginning of 2020).
