MFP Renewal Passes Key Committee, Passage Top Issue for ANCOR October Hill Day

The House Energy and Commerce Committee, which has jurisdiction on Medicaid issues, has passed the EMPOWER Care Act (HR 5306) which renews the Money Follows the Person program, after amending it so that the renewal is for 1 year instead of the original 5 as a compromise to make sure the bill passes. Members can watch the Committee mark-up here – the portion dealing with MFP starts at the 1:21:14 mark. The bill is led by U.S. Representatives Brett Guthrie (R-KY) and Debbie Dingell (D-MI), who both delivered remarks on the importance of the bill during the mark-up process. HR 5306 is now awaiting the scheduling of a full vote by the House floor.

Given the importance of this voluntary, rebalancing program, we will be making this issue a priority during the Hill Day portion of our 2018 Policy Summit and Hill Day,), which will be on October 3. Even if the bill passes the House before then, the Senate has not yet passed the companion bill (S. 2227).
