Resource: GWU Scholar Analyzes Medicaid Managed Care Rule Change

As written in the article:

“Upon closer examination, it is clear that the rule has two main purposes: to tighten the terms of federal financial participation; and to relax both information transparency and access protections. Along the way the government gives states additional flexibility to make what are termed pass-through payments and  to test value-based payment reform; the rule also makes certain changes in the quality improvement process and in other aspects of the current rule.  In the main, however, the rule is about limiting federal financial exposure to the cost of Medicaid managed care and curtailing certain beneficiary safeguards, even as the administration emphasizes individual responsibility and empowerment as its central Medicaid theme.”
