With the federal shutdown continuing, the U.S. Department of Agriculture (USDA) has warned state agencies it may lack sufficient funds to cover full Supplemental Nutrition Assistance Program (SNAP) benefits in November, raising the prospect of delays or interruptions for roughly 42 million people.
