Position Summary
The Chief Operating Officer provides visionary, strategic, operational, financial, and cultural leadership for a multi-site Certified Community Behavioral Health Clinic (CCBHC) and community-based integrated healthcare organization serving children, adolescents, adults, and families across a continuum of behavioral health, substance use, crisis response, special education, care management, peer support, and whole health services.
Qualifications
- Required: a genuine, mission-driven commitment to client care as the top priority in every decision — this is a non-negotiable expectation for this role.
- Ideal candidate is a licensed clinician (MSW/LCSW or LPC; LCADC ) with community-based program experience.
- Recent, direct client contact preferred, to keep an active frontline clinical perspective.
- Serves as a credible clinical voice and advocate within executive leadership — ensuring frontline clinical realities and client-care considerations are represented and heard in agency-level decision-making.

- Establishes and upholds the division’s goals and standards for the agency’s mission — including clinical treatment standards, regulatory compliance, and staff professional development.
- Abides by CPC’s Privileging, HIPAA, and Corporate Compliance requirements, and ensures the division’s adherence to all related CPC policies and procedures.
People-Centered Leadership
- Organizes and delegates responsibilities and tasks to direct reports, matching assignments to staff strengths and development needs.
- Directly supervises Managers (or through delegation), providing timely and meaningful performance evaluations for assigned staff.
- Assists the President/CEO in evaluating candidates for major agency leadership posts.

- Assures clear, appropriate communication within the division and between the division and other agency departments.
- Follows through consistently on commitments made to staff, peers, and leadership — building a track record of reliability that others can depend on without needing to verify.
- Holds regular meetings with direct reports to share agency-wide information — program status, growth initiatives, and policy/regulatory updates — and surfaces staff suggestions and recommendations to the Executive Staff Committee.
- Maintains confidentiality and sound judgment with sensitive personnel, client, and organizational information, reinforcing a culture of trust and openness within the agency.
Strategic Leadership & Organizational Impact - Participates as an executive staff member in agency-wide planning, budgeting, and policy setting, and translates agency decisions into action within the Division.
- Participates in other leadership meetings and committees and carries out additional duties as assigned by the President & CEO.
- Regularly evaluates programs and staff performance, analyzes problems, and delivers proposals and reports to the President/CEO
- Oversees inter-departmental activities across Administration, Human Resources, and Quality Management to ensure programs meet clinical and regulatory standards.
Communicates Effectively
- Represents the Agency in external meetings, negotiations, and communications with professional and governmental agencies, community groups, clients, and other stakeholders.
- Communicate complex ideas effectively both verbally and in writing through articulating the firms’ value proposition clearly and compellingly
- Proficient with executive relationship building with exceptional interpersonal, team building, conflict resolution, customer service and communication skills.
- Present complex analyses, insights, and recommendations to C-suite and board-level stakeholders
Clinical Program & Quality
- Promotes trauma-informed, culturally responsive, ethical, and evidence-informed care as the standard across the organization.
- Oversees outpatient, crisis response, school-based, care management, peer support, and community-based operations.
- Oversees a state-approved special education school serving students ages 5–21 with significant emotional, behavioral, psychiatric, developmental, and educational needs.
- Ensures fidelity to CCBHC standards and integrated whole-health care models.
- Oversees 24/7 mobile crisis response systems for both youth and adults.
Optimizes Work Processes
- Oversees the establishment of program and cost-center budgets, executes agreements and contracts included in the annual budget, and monitors budget performance across all programs within the Division.
- Sets staffing capacity and workload standards across all programs within the Division, ensuring resource allocation and productivity keep pace with client demand.
- Promotes entrepreneurial thinking, innovation, and responsible integration of AI and emerging technologies throughout the organization.
- Uses data analytics and performance metrics to monitor program outcomes, regulatory compliance, and organizational performance — driving continuous quality improvement across service lines.
Manages Complexity
- Pursues fund-development activities to support programs, including grant proposals and ongoing monitoring of grant-related requirements across the Division’s funding portfolio.
- Ensure agency’s priorities are clearly articulated, appropriately sequenced, and resolved in a timely manner, maintaining alignment across internal teams and external stakeholders.
- Translates strategy into actionable plans — ensuring operational alignment with CPC’s goals and coordinating resources to support strategic shifts as the agency grows.
- Applies organizational change principles to build consensus, foster adaptive teams, and support a healthy, high-performing workplace culture.
Operational Excellence & Accountability
- Approves staff expense reimbursements, travel, promotions, raises, and disciplinary actions; hires Middle Management staff and oversees related personnel matters.
- Establishes and monitors engagement-level accountability structures — including milestone tracking, deliverable signoffs, and escalation protocols — ensuring commitments to clients are met on time and to standard.
- Holds him/herself and the team to a consistent standard of professional conduct, confidentiality, and quality — modeling the accountability culture the CPC requires at every level of client support.
- Sets clear performance expectations for senior consultants and project managers — establishing measurable goals, conducting regular reviews, and addressing gaps directly and constructively.
