Position Summary
The Chief Program Officer (CPO) is a senior executive leader responsible for overseeing the delivery of programs across the organization. Working through Program Directors, Managers and other staff, the CPO ensures high-quality, person-centered services while ensuring all governmental, funder and accreditation regulations/standards are maintained with operational efficiency, fiscal responsibility, and staff engagement.
Working closely with the CEO and executive leadership team, the CPO translates the organization’s mission and strategic goals into effective operational systems that support individuals with disabilities to live meaningful, safe, and fulfilling lives.

Qualifications
Education: Degree in business, non-profit management or human services preferred. Relevant work experience may be substituted for the degree.
Experience: 7-10 years of senior management experience in a human service or related nonprofit organization.
Demonstrated experience overseeing program services in a non-profit, strong knowledge of regulatory and compliance requirements, and proven ability to lead multidisciplinary teams and manage complex operations
Roles & Responsibilities
Operational Leadership
- Provide strategic and operational oversight of all program services
- Ensure programs operate in alignment with the organization’s mission, values, and person-centered philosophy
- Develop and monitor operational goals, metrics, and outcomes
- Identify risks and implement corrective action plans as needed
Program Quality and Compliance
- Ensure full compliance with all applicable federal, state, and local regulations (e.g., DDS, DPH, licensing bodies)
- Oversee incident management, investigations, and quality improvement initiatives
- Lead audits, surveys, and regulatory reviews in collaboration with program leadership
- Promote best practices in service delivery, safety, and individual rights
Staff Leadership and Workforce Development
- Directly supervise senior program leadership (e.g., Director of Operations, Program Directors, Clinical Directors)
- Support recruitment, retention, training, and professional development efforts
- Foster a culture of accountability, transparency, collaboration, and respect
- Ensure consistent performance management and leadership development across programs
Financial and Resource Management
- Collaborate with the CEO and finance team on budgeting, forecasting, and resource allocation
- Monitor program budgets to ensure financial sustainability and efficiency
- Support contract management, rate negotiations, and funding optimization
- Ensure staffing models align with service needs and fiscal realities
Systems and Process Improvement
- Evaluate and improve operational systems including scheduling, documentation, communication, and reporting
- Leverage data and technology to enhance service quality and efficiency
- Standardize processes across programs while allowing flexibility for individual needs
Strategic Planning and Organizational Growth
- Partner with the CEO on strategic planning and organizational initiatives
- Support program development, expansion, or restructuring as needed
- Represent operations in board discussions, committees, and community partnerships
- Serve as a visible leader and ambassador for the organization’s mission
