We provide residential habilitation, day habilitation, community habilitation and respite services. The Role

NHR is seeking a visionary and strategic Executive Director (CEO). Reporting to the Board of Directors, this role holds full operational and personnel authority for the agency. The Executive Director ensures that all services remain in strict alignment with the Home and Community-Based Services (HCBS) Final Rule and all New York State Office for People With Developmental Disabilities (OPWDD) regulations.

Physical Requirements

  • Primarily an executive administrative role requiring prolonged periods of stationary work and frequent use of office productivity machinery.
  • Requires the ability to communicate effectively with diverse stakeholders and travel frequently throughout the Hudson Valley to visit agency sites and attend regional meetings.
  • Occasional lifting of up to 15 pounds may be required.

Qualifications

  • Experience: Minimum of ten (10) years of progressive senior-level administrative leadership within a voluntary (non-profit) provider setting regulated by OPWDD.
  • Education: Bachelor’s degree from a recognized college or university required. Master’s degree or higher preferred.
  • Technical Expertise: Firm understanding of OPWDD/Medicaid funding stream. Advanced proficiency in HCBS standards and person-centered support methodologies preferred.

Roles & Responsibilities

  • Strategic Leadership: Direct all agency operations to ensure services are person-centered, promote community integration, and maximize individual autonomy.
  • Personnel Authority: Appoint, promote, and terminate all agency staff, ensuring the workforce is qualified to fulfill NHR’s mission.
  • Workforce Advocacy: Champion the professionalization of the DSP workforce by promoting the National Alliance for Direct Support Professionals’ Code of Ethics and facilitating specialized credentialing.
  • Stakeholder Support: Ongoing engagement and support of employees at all levels to ensure organizational cohesion and continued commitment to mission. Ongoing engagement with people we support and their families to ensure continued success of mission.
  • External & Community Engagement: Maintain high-level representation and professional connections with key trade groups including ANCOR, IAC, New York Alliance, and Hudson Valley Service Providers (HVSP). Engage with local business, government and donor class. Acts as the lead liaison for public relations and fundraising, increasing public awareness of the contributions and rights of people with intellectual and developmental disabilities. Elevating NHR visibility in the Ulster / Dutchess County communities and New York State.
  • Fiscal & Regulatory Stewardship: Manage complex financial systems and ensure compliance with OPWDD and Medicaid standards.
