About MACSP
The Maine Association for Community Service Providers (MACSP) represents nearly 100 organizations that provide educational, vocational, residential, and community support services for thousands of individuals with intellectual disabilities, autism spectrum disorders, and brain injuries. We advance public policy, strengthen provider capacity, and promote high-quality, person-centered support services across Maine.
The Policy & Advocacy Manager will identify and elevate critical issues, amplify members’ voices with policymakers, guide them through legislative and rulemaking processes, and build lasting relationships with legislators, state officials, and allied stakeholders.
Position Details
Location: Fully remote full-time exempt position based in Maine, with frequent in-state travel required, particularly to Augusta when the Legislature is in session.
Salary Range: $72,000–$80,000, commensurate with experience.

Qualifications
Who You Are
- You are a connector, communicator, and strategist who thrives in advocacy work, and you:
- Have 3–5 years of experience in legislative advocacy, issue organizing, government relations, or public policy development and analysis.
- Possess a foundational understanding of Maine’s legislative process and/or state rulemaking.
- Excel at building relationships and mobilizing others for advocacy.
- Can translate complex policy issues into clear, accessible language.
- Work well within a collaborative team and can pivot quickly as circumstances change.
- Are proactive, organized, and skilled at managing multiple priorities.
- Are committed to building inclusive communities and person-centered supports for people with disabilities.
Preferred but not required
- Experience in disability services, Medicaid policy, or human services advocacy.
- Familiarity with MaineCare, Home and Community-Based Services (HCBS), and direct care workforce challenges.
Roles & Responsibilities
Why This Role Matters
Policy decisions shape the quality of life for thousands of Mainers with disabilities—and for the providers and workforce who support them. This new position will empower MACSP members to influence the laws, budgets, and regulations that affect their work, as well as the delivery of and access to the vital services individuals with disabilities rely on every day.
What You’ll Do
- Mobilize and equip MACSP members to engage in legislative, Maine State budget, and rulemaking processes.
- Build and sustain strong relationships with legislators, legislative staff, state agencies, and stakeholders.
- Work closely with MACSP’s contracted government relations firm and national partner, ANCOR, to track and analyze state and federal legislation, budgets, and rulemaking initiatives.
- Create clear, actionable policy briefs, alerts, and resources to support member advocacy.
- Draft testimony, comment letters, and position statements for legislative and regulatory processes.
- Coordinate and support MACSP’s Government Relations Committee and policy-focused workgroups.
- Lead the planning and execution of MACSP’s Advocacy Day and other advocacy events.
Represent MACSP in coalitions, advisory bodies, and public forums.
