Opening Keynote by David Wasserman

David Wasserman is the Senior Editor & Election Analyst for the nonpartisan newsletter, The Cook Political Report with Amy Walter, and a contributor to NBC News. Founded in 1984, The Cook Political Report with Amy Walter provides analyses of U.S. presidential, Senate, House, and gubernatorial races. The New York Times called The Cook Political Report with Amy Walter “a newsletter that both parties regard as authoritative.”
Wasserman analyzes the current political environment in lively and entertaining presentations that he can tailor to his audiences’ specific interests or locales. His data-driven forecasting looks at both national and local trends (if requested, he can even do a district-by-district outlook), the relationship between consumer brand loyalty and voting, and what the future holds for American elections.

The 2026 Policy Summit & Hill Day takes place at a pivotal moment—following the passage of reconciliation legislation including cuts of nearly $1T to Medicaid funding.
As we remain anchored in our advocacy on behalf of community-based disability services, ANCOR’s commitment to bipartisanship remains a key ingredient to our success. Join us as we reflect on our collective advocacy over the past year and preview the key issues that still lie ahead.

We’re thrilled to be joined by David Wasserman, Senior Editor & Election Analyst for The Cook Political Report with Amy Walter and a contributor to NBC News, as the Opening Keynote speaker for ANCOR’s 2026 Policy Summit & Hill Day.
Wasserman will break down what the midterms could mean for Congress, and how shifting power dynamics may shape the policy decisions that affect I/DD providers and the people we serve. He’s known as one of the top election forecasters and analysts and is widely respected on both sides of the aisle for his accurate and impartial political insights.

Federal Policy Impacts on State Disability Services: A Panel Discussion with State Policy Experts (10:45-11:45 am)
Recent policy actions by Congress and the Administration, in the form of new laws and regulations, decreased federal funding and enhanced program integrity efforts, pose significant challenges for states in ensuring the continued viability of community-based disability supports for people with intellectual and developmental disabilities.
For this reason, we have assembled a panel of policy experts who can help us better understand the federally-driven pressures upon state disability programs and equip us with insight and strategies to effectively advocate for the preservation, protection, and strengthening of Medicaid-funded community-based services for the individuals we support.
What’s Next for Disability Policy in the 119th Congress (11:45 am-12:30 pm)
This dynamic panel discussion will bring together Congressional staff and our lobbyist team to discuss disability policy in the 119th Congress. This conversation will focus on legislative challenges and opportunities and how ANCOR can effectively advocate for policies that will help support and strengthen disability services.

Past Summit participants tell us that among all the things they love about this event, two are among the fan favorites: networking and celebrating! To give the people what they want, we’ll spend some time honoring the inspiring recipients of ANCOR’s 2025 Excellence in Public Policy Awards. You’ll walk away having enjoyed some inspiring stories and made a few new contacts, too.
Afternoon Keynote with Alice Burns, KFF (2:20-3:20 pm)
Alice Burns is an associate director of KFF’s Program on Medicaid and the Uninsured, where she focuses on overseeing the team’s quantitative research. Prior to joining KFF in 2022, Dr. Burns served as a principal analyst at the Congressional Budget Office.
She led the agency’s research using Medicaid claims data and worked on issues related to long-term services and supports, private health insurance, surprise medical bills, and single-payer health care. Before her time at the CBO, she was a consultant with the Lewin Group and a research scientist at the George Washington University Center for Health Policy Research.

Our advocacy is stronger when our voices come together, which is why we are partnering with Soapbox Consulting to schedule our Hill meetings again this year. In this orientation session, you’ll meet with Soapbox staff to confirm your schedule and meet the other members of your Hill team.
You’ll also get a preview of the agenda for this year’s Hill Day and access to all the tools you need for successful advocacy visits on Capitol Hill, including an introduction to the materials we’ll be using, key talking points for engaging with legislators, and answers to any questions you may have as you get comfortable with communicating our message to lawmakers.

Hill Day Kickoff (7:45-8:30 am)
Join us for breakfast on the Hill! We will be joined by Members of Congress to inspire your advocacy and we will also be covering logistics and answering questions. Buses will be available at 7:15am, 7:30am, and 8am to join us for the kickoff and our joint photo on the Capitol steps at 8:45am!

Getting to Crystal City
The closest airport is Ronald Reagan Washington National Airport (DCA), and we recommend flying into DCA as it’s only two miles from the Summit venue and accessible by taxi, rideshare service (e.g., Lyft or Uber) or public transit (i.e., Metrorail Blue and Yellow Lines).
From the Ronald Reagan Washington National Airport Station, you can either take the Blue Line in the direction of Downtown Largo or the Yellow Line in the direction of Mt. Vernon Square, and exit at the Crystal City stop (stay alert, it comes fast!). From there it’s a five-minute walk above ground—or via the Crystal City Underground tunnel—to the Crystal Gateway Marriott at 1700 Richmond Highway, Arlington, VA 22202.
Other area airports include Washington-Dulles International Airport (IAD), which is about 28 miles from the Summit venue, and Baltimore-Washington Thurgood Marshall International Airport (BWI), which is about 37 miles from the Summit venue.
For those located in East Coast cities served by Amtrak, you may find traveling by train to be the most efficient and affordable option. Amtrak serves Washington’s Union Station or Alexandria’s Train Station, where you can transfer to Metrorail, taxi, or rideshare.
Getting Around Washington, DC
If you fly into DCA, taxis are available, as are rideshare services like Uber and Lyft. The cost of these options depends on level of service and time of day.
Metrorail, the D.C. area’s subway system, is also a convenient option for travelers flying into Washington National Airport. As any Washingtonian will tell you, you should check Metro’s operating status before deciding to use this option.
The system tends to be efficient and reliable, but track work or other delays can make for a long trip, especially if you’re aiming to travel into or around Washington, DC.

The ANCOR Foundation works to support self-advocates by giving them chances to learn, grow, and take part in the intellectual and developmental disabilities (I/DD) community. The Self-Advocate Scholarship Program helps self-advocates by offering money and resources so they can attend ANCOR events, like the Policy Summit, meet others, and connect with leaders and decision-makers.
- Make sure self-advocates are actively involved and well-represented at ANCOR events.
- Help self-advocates grow as leaders and learn new skills.
- Give all ANCOR members the chance to become better leaders by hearing new ideas and making meetings more welcoming and accessible for everyone.
- Build stronger connections in the self-advocate community by creating opportunities for networking and mentorship that support and learn from each other.
- Help self-advocates grow their advocacy skills to promote inclusion and equity in the I/DD community. By including self-advocates at our events, we also help non-disabled ANCOR members learn about inclusive meetings and practices. This benefits everyone and strengthens the entire field.

I'm a Self-Advocate. How should I register?

I already registered but can no longer attend. Can I cancel my registration?
Registrations canceled on or before August 25, 2026, will be fully refunded, less an administrative fee of $75. Cancellation requests must be made in writing via email to [email protected] no later than 11:59 PDT on August 25, 2029. No refunds will be issued on or after August 26, 2025.
I already registered but can no longer attend. Can I transfer my registration to someone else?
Due to the complexity of scheduling congressional visits for Hill Day attendees, substitutions are discouraged and will not be permitted after July 31st.
It’s highly encouraged that people wait to register until they’re confident that their schedule permits and have booked accommodations near or at the Policy Summit venue. To request a substitution, email [email protected].
