New SSI Policy Changes Expand Access and Remove Barriers

Significant policy updates to the Supplemental Security Income (SSI) program took effect last week, expanding access and making the application process more streamlined according to the Social Security Administration (SSA).

One of the major changes is the exclusion of food from In-Kind Support and Maintenance (ISM) calculations. Previously, informal food assistance from family, friends, or community networks could impact SSI eligibility and benefit amounts. Now, this barrier has been removed, potentially increasing monthly payments for over 90,000 recipients by approximately $131.

Additionally, a rental subsidy policy exception, which had previously been available in only seven states, is now applied nationwide. This expansion ensures that people who contribute a certain amount to rent are no longer penalized by ISM rules regarding rental assistance. As a result, about 41,000 people will see an estimated increase of $132 in their monthly SSI benefits, and more individuals will qualify for the program.

The SSA is also broadening the definition of a public assistance household. This change includes adding Supplemental Nutrition Assistance Program (SNAP) benefits to the list of recognized public assistance programs, and no longer requiring all household members to receive public assistance for the household to qualify. This broader definition is expected to benefit around 277,000 people, increasing payment amounts and expanding eligibility.
