Negotiations surrounding a budget reconciliation bill are ongoing in the Senate, even as Senators grapple with other urgent issues this week including the tragedy in Uvalde and the ongoing baby formula shortage. Last Tuesday, Senator Bob Casey (D-PA) led an effort to urge members of the Senate Democratic Caucus to support inclusion of HCBS funding in the budget reconciliation bill. Senator Casey circulated a private memo making the case for HCBS funding, which was drafted with assistance from ANCOR and cited our Case for Inclusion report.

In the memo, Casey wrote that “the immediate need for a substantial investment in Medicaid home and community-based services is clear” and concluded that “the 2022 reconciliation bill must include this vital investment.”
