DOL Issues Final Rule Implementing Rosa’s Law

On July 11, the Department of Labor (DOL) issued a a final rule (RIN 1801-AA11) to implement “Rosa’s Law”, a 2010 law which removes the terms “mental retardation” and “mentally retarded” from federal health, education and labor policy and replaces them with “individual with an intellectual disability” and “intellectual disability”. The final rule amends sections of various DOL regulations, including the Rehabilitation Act, IDEA, HEA, and ESEA to remove outdated language and update it with appropriate terminology.
